I keep trying to correct my birthday because it has mine instead of his and it sends me an email to approve, but when I go to approve, it tells me I need a valid card and to take me to my account so I clicked that and I have plenty of valid cards linked so not sure what it means, but it won’t let me approve his correct bday (under 13).

Actually, that is incorrect, it turns out I did not have to call.
I was able to update it myself, the issue was that I use two diff Apple IDs; one for my iCloud / phone profile and one for purchases which just has my PayPal. I had to sign out of the one for purchases first and then I was able to update his birthday in seconds.
