Safari deleted and most websites inaccessible on iPhone

For some reason Safari on my phone is deleted, I can’t redownload it , and most websites but apple are blocked/wont work, I think someone hacked my phone, are there any systems in which I can use the safari browser, any regular apps?

Unlikely that your iPhone is hacked. First off Safari as a matter of fact cannot be deleted. Go to Settings > Screen Time > Content and Privacy Restrictions > Allowed Apps and Features > Ensure Safari is toggled on. And do you have any additional VPN's, clean up, or security software downloaded? If so, don't just turn them off but delete them entirely as they will interfere with your iPhone's connectivity.
