Restoring iPad to factory settings after owner's passing

The iPad belonged to my brother who has passed away 8/21. I do not have have his email password for his account. Can the iPad be restored to factory settings?

I'm sorry to hear that, and my condolences go to you. You wouldn't be able to factory reset the iPad as that requires the original owner's Apple Account credentials and the Lock Screen passcode. If you can obtain a court order that names you the rightful inheritor of his data, you can get access to his Apple Account and then remove the iPad from his account, which would allow you to then factory reset.
