Is it safe to delete 'com.apple.ctcategories.service' in ~/Library/Caches for storage optimization?

In ~/Library/Caches, I found "com.apple.ctcategories.service". I'm trying to clear my Systems Data (87 GB) to increase storage. Is it OK to delete it? What about other "com.apple" files?

In general, cache files can be safely deleted. The caveat is that if you do, whatever process created the cache will typically just recreate it.

Booting in Safe Mode is a way to safely clear caches.

Generally speaking, System Data comprises your own data stored in various Library folders. Things like email attachments, locally cached copies of cloud storage, etc.
