I have 2 iPhones. 2 SIM cards of different operators are installed. Previously, I used a hotspot connection to my 3 iPhone that does not have sim inside. Everything worked fine! One week ago, something happened . The connection with a hotspot still works, but I can’t open websites. When i use home WiFi, the 3 phone safari opens websites. What is the problem?

Talk to the operator of the SIM on the phone with the hotspot. It should behave like wifi but they may have placed a restriction on it.
Are you using a VPN on either of the phones? If so, delete it.
Contact your carrier, the hotspot feature is their service.
Try turning off wi-fi when you use it or clean your SIM card by taking out the card, blowing on it to get the dust off, blowing inside the SIM slot in your iPhone and putting the SIM back in. See if it works then
Delete the VPN.
There is no reason to install a VPN on an iPhone unless your company or school requires it.
Despite the fancy advertising "claims" by the VPN companies, a VPN provides less security for your iPhone and it frequency creates network connection problems.

I contacted the carrier. They said: check how it works with another device. I did. Everything was working with another device.

Your carrier provides you with one and only one setting for their Personal Hotspot service......and that is to allow others to Join.
There are no "marks" at all in the Settings.
