You do need to push hard on the lock screen, but if it really won't work, you can also change the lock screen wallpaper by opening Settings > Wallpaper and do it there.

I don’t think you have it accessible when the device is locked try unlocking it then swiping down to to your notification center, then try if it works there then you can go to settings and under security and privacy is probably an option to allow wallpaper edit wall. The device is locked.

Huh? Sorry, but this makes no sense at all.
Use one finger to hold down the wallpaper.
It doesn't matter whether the device is locked or unlocked. I've tried it both ways.
