Apple Business Manager Domain Capture

After starting a domain capture for my company a few strange things started to happen

1) It seems like some can't login into their accounts, after the code verification we just get endless loading and nothing happens. This is preventing from accounts being transferred to company ownership and time is ticking.

2) Some can login but don't get the option to transfer the account to the company only to keep them as personal accounts? (Added screenshot, and if they hit not now they go to point 1 of endless spinning loading)

3) For some is asking to change the country of the account? Why? Once is transferred to the company that setting shouldn't matter.

As i said before time is ticking and my whole fleet needs to complete the ownership transfer or it will disrupt our work and billed hours will tank. Is there a number i can call or someone knows what's going on here?
