A new number I added to my iPhone 12 without the 1 before it created an error. Is this the result of an upgrade? I have a screen print of the error messages

The message you're getting comes from your cellular carrier. You need to contact them.
You may not have international text messaging as part of your plan.
Country code 46 is Sweden.
Country code 1 is USA.

The rule is that the +46 replaces the initial 0 of a European number
eg UK 01582 nnnnnn would be +44 1582 nnnnnn
I was too late to see the number you originally posted.
That number you blocked out isn’t mine. It’s from where the error message came from. Support might need that. I have a US phone number
Didn’t iOS have an option that if there’s no 1 before the number it adds it? I have no idea where that was. Or if it’s broken now.
It won't add it to that number because that would make that number invalid.
