Track pad non responsive works sometimes. Power cycle and will work for a bit

Could be software or hardware. An intermittent trackpad issue is often a symptom of a failing battery. The battery is right under the trackpad. What does your battery health status say? Any signs of battery swelling (Mac does not sit level on a flat surface, case separating slightly at the sides, etc.)?
If you're seeing issues with a wired USB mouse as well, that's more likely a software issue (but that can depend on the mouse).
If you happen to live near an Apple Store, make a Genius Bar appointment.

Try restarting in Safe Mode per the directions in Safe Mode. If that does not help, please give AppleCare a call.
