Restoring current texts to new iPhone, but how do I stop downloading ALL old texts from iCloud?

I upgraded from an iPhone 13 pro to a 16 pro. I have 15 current texts that did not come over to the new phone. I synched with the iCloud on the new phone to retrieve the texts. However, ALL texts from the iCloud started loading. Not just the original 15 texts. The only way to stop them all from loading was to turn off in the "Messages in iCloud", the "Use on this phone" toggle switch.

I want future texts to be saved so I turned the "Use on this phone" back on. However, when I turn the "Use on this phone" toggle back on, ALL the rest of the stored texts continue to reload onto my phone.

Any recommendations?
