On my iPad I can not delete iCloud tabs as they continue to reappear seconds later. It like whack a mole.
The ipad shows iCloud tabs which aren’t open. All the out of control tabs appear to be older tabs which I closed weeks or months ago across my devices , yet somehow the info is still on the system and they reopen on the iPad only.

If you synchronize Safari with iCloud on all your devices, turn it off in Settings > [your name] > iCloud. When prompted, delete the Safari data on the iPad. Restart the iPad and turn the setting back on.
