I have no formatting options when in Notes anymore. There’s only the option to format the text with bold, italics, underline or strike through. I can no longer insert photos, draw, use coloured text or change fonts etc.

After playing around some more I had been making notes on my iPhone rather than in the iCloud folder. Now all the options are back so if this is happening to you try using the iCloud folder in notes

The various options that you are referring to ("Formatting") will exist only if your Notes are on iCloud or the "On My Phone" Folder.
