iPhone 16 not getting push notifications for authenticators

I use both Okta verify and Microsoft authenticator for my jobs and my new iPhone 16 is not showing the push notifications to verify my identity and allow me access. All settings have been checked, low battery mode is off, and I am not in focus time.
