The force quit window/menu (by pressing Command + option + esc) will not close with any of the traffic light buttons, and is frustrating because I have to restart my Mac to get it to go away. I have a 2023 15" M2 MacBook Air running MacOS Sequoia.

FWIW, it should only close with the Red button, which it does on all my Macs.
Try restarting.
When you hover over the button, does the x appear?
If you hold the Option key and right click on the Microsoft Edge icon in the Dock, can you force quit it?
I don't have Edge installed or any VPN app, much less Surfshark so I don't know if that's the issue. I would never install a third-party VPN.
It appears that you need to force quit the Force Quit Applications process, resulting in an interminable loop of force quitting that which refuses to quit... like this guy:

#1 won't work. I recommend #2.
I don't recommend #3, as purposefully setting buildings on fire is usually classified as arson, and is illegal in pretty much the entire world. #2 seems a little too big of a job for just the Force Quit window, are you sure?
