All of a sudden messages received by iPhone (18.6.2) no longer sync to mac (15.6.1). No changes to either device. Toggling imessages on/off, verified both on safe iCloud account, powering off/on, etc dod not solve the problem.
Where else to start looking to restore sync?

Sounds a bit like the problem I had this week. (I'm also running the same versions of iOS and macOS.)
I found I had to reactivate iMessage on my iPhone first:
If you can’t turn on or sign in to iMessage or FaceTime on your iPhone - Apple Support
In particular, make sure you complete step 1 of the subsection "Try to activate your iMessage or FaceTime account online" on that page.
Then I had to make sure messages were available on my iMac by selecting Text Message Forwarding:
Set up Messages on iPhone – Apple Support (UK)
I think this was all set up correctly until recently but I just had to go through the process again.

You're not alone. Spent THREE hours on the phone with Apple Support yesterday with the same problem. In spite of screen-sharing and multiple changes to settings, it couldn't be fixed. It has been escalated to Apple Engineering as it appears to be an issue with the latest update 18.6.2.
Seems like the steps I had to take. However, The Text Message Forwarding option in the Message App settings on my iPhone is now missing since the reactivation. Did you happen to run into this?
