Unless the seller can get the owner to whom the iPad Air is locked to release the lock, no.
Activation Lock is an anti-theft measure. You cannot bypass it, we cannot bypass it, and Apple will not bypass it in the case of second-hand sales. The fact that this second-hand iPad Air is Activation Locked means – at the least - that it was not properly prepared for resale. You might even be in possession of stolen property.

I don’t mind having to go to a notary to get a legitimate bill of sale. If that would be something that would be accepted by the application. I just don’t wanna waste my money anymore.
Going to a notary will accomplish nothing. You are not the original purchaser and do not meet Apple's requirements for removing Activation Lock.
