My iPhone doesn’t receive iMessage notifications but my iPad does

This has happened before once but it randomly fixed itself after a couple of days. My iPhone stopped receiving notifications from iMessage while my iPad receives them. Notifications for iMessage are turned on, I turned low battery off on my phone, it isn’t on do not disturb, but still my iPhone won’t receive messages, even when I’ve left the house and left my iPad at home. Neither the iPhone or iPad are new. Assuming this is the same phenomenon the occurred before, shutting down my iPad does nothing. The only thing that seems to be causing it is message forwarding settings. On my phone it show only my iPad listed under message forwarding, but there is nowhere to change this. Conveniently, there is no message forwarding in settings to be found on my iPad , even when I search for it I am still only taken to message settings.
