This leads me to believe you have an iPhone manufactured for the Japan or South Korea markets. If you do, they will never make a shutter sound.

Check in Settings > General > About > Model - tap the model to reveal a model number like A2306. If your phone's model is A2223, it was manufactured for those specific markets, where the shutter sound is prohibited.

Are you taking live photos? If you are, the camera is really taking a short video, so there won't be a shutter sound.

Sometimes, a simple restart can resolve temporary software glitches. Turn off your iPhone, wait for a few seconds, and then turn it back on.
