Your device is probably not connected to the internet over WiFi.
Wi-Fi Assist is on by default. If you don't want your iOS device to stay connected to the Internet when you have a poor Wi-Fi connection, you can disable Wi-Fi Assist. Go to Settings > Cellular or Settings > Mobile Data. Then scroll down and tap the slider for Wi-Fi Assist.

Apple’s not gonna be a wise guy per se’, and out do your services. To, it’s probably a glitch that needs to be investigated by you Carrier.

If too Much Data was Used:
So, what was sent? Just text? Contact your Carrier is something seems out of line with the data that was sent/received.
WiFi assist has been switched off before this problem occurred, this is also happening after switching on Mobile data from WiFi, about 1Gb of data is being sent to Apple under the title of General with no specific as to what is being sent. The phone isn’t being used as it’s in my pocket whilst driving

Taken your advice. Have spoken with my service provider, whilst they can’t say exactly where data has been used a lot has been unspecified. This is data used on secure connections. They have no issues or glitches. This seems to be data sent back and forth with apple and included an update that wasn’t authorised over mobile data. (Data was turned off before being performed). Unsure on what else to check
