I went to Settings, General, Keyboard and I see emoji listed but I’m unable to select it. There’s no checkmark next to it and clicking on it does nothing.

Missing Emojis:
Provide a screenshot of what you are seeing. Apple is not the creator of these emojis, so they wouldn’t remove them, on their own. I’ve never known of them to be deleted. AFAIK, they’ve always been added, particularly after many make a proposal for one to The Unicode Consortium. Go Here: Submitting Emoji Proposals - Unicode
Clicking on the Emoji keyboard in Settings > General > Keyboards won't do anything. You have the Emoji keyboard on your phone. You bring up Emoji's when you're typing a message by tapping the smiley face next to the space bar on your keyboard.
