(Answering my previous question). The answer is yes. I just ordered my new iPhone 17 Pro through the Veterans and Military Purchase Program this morning. As you proceed through the purchase process, you are asked if you want to trade in an old iPhone. Process worked smoothly.

I can't find any option like this after spending some time on the site, but you may have better luck.
