Wallpaper is stuck on dynamic wallpaper of trees

Hi,

I am having an issue I can't find the answer online for. My wallpaper is stuck on the "Sequoia Sunrise" dynamic wallpaper. I can pick a color and I can pick most of the dynamic wallpapers and it will change. But when I try to make it a photo/image I have, it results back to the Sequoia Sunrise wallpaper. I can't seem to find a way around it. Has anyone else had this problem?

I have tried dragging and dropping the photo instead into wallpaper settings, updated my computer, and restarted it multiple times.
