How to resolve storage issues on my iPhone?

My storage remains on full even after deleting apps and media. I can’t update iOS

In addition to what 6x6 suggested, when you delete media, such as photos, files, etc., they go to a recently deleted folder, which remains on your phone for up to 30 days, to give you an opportunity to restore things if you didn't want to delete something. To fully remove things you delete, open the recently deleted folder in, for example, Photos and permanently delete them there.
