Keep getting pop-up to sign into iMessages and Facetime

This is happening on two of my computers (Apple Mini 2024 and Apple MacBook Pro 2019), both of which are running Sequoia. I am signed into icloud on both computers, but am continually getting the pop-ups "Sign in to iMessage with your Apple Account" and "Sign in to FaceTime with your Apple Account." Even when I sign in I get the pop-up again, within a minute. I've tried restarting the computers, signing out of icloud on the computers, restarting, signing in again, but nothing works. What can I do?

Mac mini, macOS 15.5

hmmm. Old issue, new issue, what changed?

Verify your iCloud personal information is current and up to date: exact billing address matching your current payment information and so on.

turnoff /uninstall any VPN / Anti-virus

Thanks for your reply. This is new behaviour, never had it before. The only thing unusual I have done recently is erase the hard drive on the MacBook Pro 2019 and reinstall Sequoia. (*) I believe any misbehaviour is subsequent to this act, although I cannot remember whether on the Mini 2024 it happened immediately after. I have made no changes to the Mini2024.

No VPNs, no anti-viruses. No changes in billing information.

(*) The MacBook Pro 2019 was partitioned in two. On one partition was OS 10.14.6, which I used to FaceTime. But yesterday I was asked to login to my iCloud account to use FaceTime, and when I tried, I received the FaceTime activation error. So I decided I would use the other partition on the computer to FaceTime, and I thought it best to start with a clean sheet, so I erased this partition and reinstalled Sequoia.
