It sounds like you are talking about Activation Lock. Here are the only means by which you can remove it. You will need to recover your Apple Account credentials or prove to Apple's satisfaction that you are the original buyer of this device and that you bought it from Apple or an Apple Authorized Reseller. If you cannot do either, the device will remain locked.

Your carrier (phone company) may be able to blacklist your phone – so that carriers who honor the blacklist will refuse to provide cellular voice, text message, and data service to it.
However, if all that you have is the IMEI, there is no way to put the phone into Lost Mode or to request a remote Erase.
