forced to create new account when logging in on iPad?

I am logged in using my laptop right now. When I try to login here on my iPad, it goes to the "create new account" screen, but already knows my name and appleid.

I have used the same information as I use to login on the laptop, but for some reason it doesn't work from the iPad???

I logged out on the laptop before trying to login from the iPad. Same problem.

what gives?
