If you did not set up Find My on the iPhone they you cannot lock it or erase it. Hopefully you had a strong passcode set on it to protect your data.
If you do not want somebody else the be able to use your phone, some phone carriers will blacklist a device. You would have to ask your phone company if they will do that. It has nothing to do with Apple.
