Hi - i upgraded to Mac OS Tahoe on MacBook Air 15" M2 2023. I am unable to see the new apps icon in the dock. Is there some setting that I have to enable? I tried to drag and drop the Applications from the finder to the dock but that didn't work.

That's your Dock...(?)
Have you shut down and restarted the machine to compare your results?
I see Apps open here—
you're saying you can not drag the "Apps.app" back to the Dock...(?)

From the terminal.app you can reset the Dock, copy and paste:
defaults delete com.apple.dock; killall Dock
