I have the same problem with MacBook Pro M4 and iMac M4 - apparently from what I can find searching the web, the Apple News+ subscription does not have the "food" section on macOS (26 Tahoe or earlier). As you have noted, it is on IOS and iPadOS (I believe it started with version 18.4 of both). There does not seem to be any news on if this feature will be added to the MacOS version of the News app. However, given the general "merging" of IOS and MacOS, I will go out on a limb and project that it will show up eventually.
The recipe part of News+ that you see in iOS news App does not yet show on the Mac OS version, which is a pity.

Your initial post (Food app is a no show, but I have a subscription and it shows on iPad and iPhone.) has no context so we have no idea what the problem really is.
It may be as simple as the following. IOS (both for iPhone and IOS for iPad) are completely different operating systems than Mac OS. Where I am going with this is the developers of the Food app you are referring to may not have a version for Mac OS. The best way to confirm this is to contact the Food app developers and ask them!
