Shortcuts on macOS Tahoe shows no actions for any apps

On macOS Tahoe, when editing a shortcut, the shortcuts app shows only one app (Apple Intelligence), with no actions. See the image. Any ideas of how I can fix this? I was on the public beta of macOS Tahoe for a while before this.

It's the language and region selection causing this (at least it was in my case anyway).


(Note: I'm in the US)


To fix it, I went into the Language & Region settings, and:


  1. Quit Shortcuts app.
  2. Add another language, (my preferred language is English - US, so I added English - Canada), accept the change, then immediately change it back to English - US and remove English - Canada.
  3. Next, toggle the region from United States to something else, then immediately change it back to United States.
  4. Re-boot


After performing those steps, I opened the Shortcuts.app and all actions were there.

can you remove any and all shortcuts and add them back in...(?)

I have 740 of them, and most of them work fine, so I'm not inclined to do that unless it's really clear that would help. The problem is that I can't make any new ones on this machine (Mac mini M4), but on my iPhone, iPad, and my MacBook Pro (running Sequoia), I can still create and edit them.


I just logged out of iCloud and logged back in, but that hasn't address the issue.
