Instead of being able to send and receive tests on iPad as I have always done an iMessage pop up prevents me from reading or sending texts on my iPad. Apple tech support said others are reporting this too.

I can send/receive texts on my iPad without issue. It would help if you could share what exactly the pop-up says.
Are you still running iPadOS 17 as your listed product suggests? If so, try updating the software. iPadOS 26 is out now, or if your iPad is too old to run it, there was an incremental update released for iPadOS 17 as well on Monday.
I have automatic updates so I should be on the newest version. When I spoke to Apple support, the rep told me he had several calls about this from other people.
