I need to change my son’s age from 9 to 12, so we can download WhatsApp as his cousin is visiting and will borrow my son’s telephone. His own android phone is left at home far away. I changed my son’s age both on his and my apple accounts, however in the settings on both our phones it’s written that he is 9. Please advise how to change it completely… TIA

The account age has no bearing on the app store restrictions.
You need to modify the app download limit in Screen Settings on the device for that.
Settings ➜ Screen Time ➜ Content & Privacy Restrictions ➜ App Store, Media & Games ➜ Apps and make sure it's set to a proper age so WhatsApp can be downloaded.
