Cannot swipe up to unlock

When trying to set up my iPhone 14 Pro Max I had to update the software to the latest iso 26 before allowing me to transfer my dad’s old phone to this. It got as far as doing the update and now it will not allow me to swipe up to unlock it just quickly goes back to the “hello” screen. I have force reset the phone many of times by quickly pressing the volume up then quickly pressing the down volume button and holding the on off button. However after resetting it it comes back on and does exactly the same thing 😢
