YouTube and Snapchat restricted on 13-year-old's iPhone iOS 26 despite no screen time restrictions

My 13 year old has updated to iOS 26 and YouTube and Snapchat will not open with the message restrictions enabled. There is no restriction enabled. It works on his iPad with no issues (iPad not updated to iOS 26) I have cancelled screen time restriction and getting nowhere, have soft reset many times and still no joy??

I fixed it in screen time by changing the content restriction to apps to 17 plus from 12 plus which is not great but fixed it. I found this to be ok because I have it set where my kids cannot download apps without my permission anyway.
