I do it just like I have done it in most previous macOS versions. Cmd-space, am, return.
FWIW, Activity Monitor has always been in the Utilities folder.

That was my thought. I suspect, however, the the original poster is used to Launch Pad and may not be familiar with the "old-fashioned" ways of launching apps.
