At best, the previous owner failed to prepare the phone properly for resale. If the phone is displaying the Locked to Owner screen and the seller has conveniently "disappeared" or stopped responding to you, this would suggest that the phone is stolen property – and that you got scammed.
Turn the phone in to the police, or recycle it responsibly. It will never work for you.
