iPhone stuck, no swipe-up to unlock, won’t restore on PC

my iphone is tuck on a screen with a slight green tint and wont let me swipe up to unlock, i can still turn it off and accept calls only but wont connect to pc to restore it.

the swipe to turn off and emergency swipe work

there also not the swipe up bar when it unlocks
