MySQL workbench download keeps failing on my mac mini M4
How can I restart or continue the download?

The download is pretty small. Only 121MB. It should download pretty quickly and not really need to be resumed, unless your internet connection is very, very slow.
What exactly is happening when you start the download?
Are you downloading it from Oracle's / MYSQL's website? Or somewhere else?

Make sure you choose the ARM version, not the x86 version.
When you click on the download button, it will ask you to log in if you are not logged in and take you to the download page with a large blue Download button.
If you are logged in, it will just download the file. If it's not working, try right clicking (command+click, 2 finger click on touch pad) the download button, and choosing the "Download Linked File" option from the menu.
