You were unable to receive a text message due to a device restriction.

To be clear what razmee209 is referring to, a Text Message is one that would have a green text message bubble when you text them and also identified as Text Message on the top of the conversation. If it is an iMessage, they will be blue when texting and identified as iMessage on the top of the conversation. So when you say Text Messages work for those in your Contacts, are those only the ones using iMessage with the blue text bubble or are you able to receive from a person in your Contacts that show a green text bubble when messaging them.

Since you mentioned Restrictions, have you tried turning off Screen Time at Settings > Screen Time > Turn Off Screen Time. If it is Password protected, that would need to be entered/removed first.

Text message is your phone carrier feature, they need to resolve the issue for you.
