iPadOS 26: White bar with monitor icon blocks screen touch

It has been suggested to me that this par, which is slightly white has what looks like what we may be a little computer monitor at the middle and down at the bottom it has a darker circle. It comes up randomly as far as I can tell and I don’t know how to get rid of it. Sometimes it just randomly goes away, but when it’s there, I can’t touch the screen and have anything happen buttons I try to push don’t work. I can’t move the screen up or down. If Apple reads these questions, I’m ready to quit on Apple just to get rid of that stupid thing there must be other tablets available.
