You haven't shown anything that shows your phone is compromised. You may have a password set on your Screen Time that prevents any changes, but that cannot be done remotely, so either you forgot what it was or you gave someone physical access to your phone that was already unlocked or they knew the Passcode themselves to unlock it.
Factory reset the phone and you will not be able to restore from a Backup as that would just put the Screen Time code back to your device. Since you cannot use a backup, save any data that you can to another source.

Hello~ Turn off AirPlay and stop mirroring. Go to Settings > General> Tap AirPlay & Handoff>Tap Automatically AirPlay> Set it to "Never"
Do you have any restrictions on your iPhone? Settings > Screen Time > Content & Privacy Restrictions. Your iPhone is not compromised.
