Can't Remove Activation Lock and Don't have Security Phone Number

I am trying to sign out of two different devices currently, an IPad 5 and an Ipad Mini (Don't know generation), and they are on an old apple ID that I don't have the password for, and I don't have the phone number since I was young when I did have it.

The Ipad Mini has an activation lock and is fully locked out and I need to sign into my apple ID to get back on. On the Ipad 5 I need to remove parental controls that neither I or my parents have the password to fully reset. I'm not in their apple family on the old account anymore, and they don't have the phone number as well.

I want to give the Ipad mini to a relative and I want to get the Ipad 5 onto my current apple ID. Thank you to anyone that can help!

Activation Lock is intended as a theft deterrent, and is intentionally difficult to bypass.

And right now this gear is indistinguishable from lost or stolen gear, if it’s not actually lost or stolen.

You’ll need to regain access to the Apple Account holding the lock, or provide proof of original purchase sufficient to convince Apple of your ownership. otherwise, recycle the gear.

Usual proof of ownership is an original purchase receipt from Apple or from an Apple authorized reseller.

As for Parental Controls separate from Activation Lock, perform a factory reset, and do not restore any backup.

Factory reset will not clear Activation Lock.
