Unable to enable "Handoff" on Mac due to profile restrictions

Allow Handoff between this Mac and your iCloud devices is disabled because This setting has been configured by a profile.

This setting is greyed off and isn't letting me turn it on. I checked the profiles under general but there aren't any profiles installed and this is my personal mac. This is happening in the admin user. This occured in MacOS Sequia and Tahoe.
