Unable to attach files to email

For the past several months when I use the little paper-clip icon in Mail to attach an image from my screenshots folder I get this error popup:

I am only able to get the image into my email message if I open the screenshots folder in Finder and drag the image file directly into my email.

Why is this and what can be done about it?
