There are several reasons for an account to be disabled but I am not familiar with any that have a specific 30 time period. Are you sure it is "disabled"?
Maybe you are undergoing account recovery (which is NOT disabled)? If yes, the timing is more complicated than "30 days".

-Apple recommends that if you temporarily do not have access to a way to receive a code, you just wait until you do have access to a method. Account Recovery might take at least that long.

There is a 30 day wait period but that is part of Stolen Device Protection which again has nothing to do with your account. Remove a device from Find Devices on iCloud.com - Apple Support
