As a first step, force a restart: Force restart iPhone - Apple Support
Hold the third button press until you see the Apple logo, past any sliders that might appear.
If that fails, perform a backup, and factory reset, and restore.
You will want to consider a spare device for critical devices and numbers, as loss or theft or dunking or dropping can all render a phone unavailable, for instance.

We generally have spare devices as suggested, not this time.
Time for some new Phones

If you cannot access recovery mode (DFU) to perform a reset, then the iPhone hardware is likely failing.
