Find My app showing location despite cellular data turned off

does any one have this same problem? even if the cellular data is turn off in the app it still shows my location. Before i don't have any problem with this, when i turn off my cellular data in find my it will only pause my location and my friends will see pause or offline in their end. But somehow now even if i use my cellular data and specifically i turn off cellular usage in the find my app it will still show my location. How can i fix this? i've been searching the same problem with similar case of mine but i couldn't find out so pls help me.
