There's a problem with your account information which can't be fixed from your end. Click here and contact Apple Support.

You can submit an unlock request through this article click the option which says request actiavtion .if your account is eligible for actiavtio n you will get an email from apple within 24-48hrs .if its not eligible maybe there can be some violation in apples legal terms and conditions like dispute on any subscriptions or unpaid order for subscription etc.

If your Apple Account is locked, not active, or disabled - Apple Support

you can additionally check by calling apple support
