In Tahoe Finder List view, files can't be dragged and dropped on the folder icon, only folder title
In Tahoe using List view in Finder will not allow file drag and drop to folder icon, only the folder name. If dropped when over the folder icon, it will drop into parent folder. I've used list view almost exclusively for 39 years and muscle memory is very hard to break.
