iPhone 17 Pro Max: 'Verification failed, could not communicate with the server' error

I bought the iPhone 17 Pro Max today and keep getting the error message: "Verification failed, could not communicate with the server." Despite strong Wi-Fi and cell connection, I can't connect or add other devices. Factory reset isn't possible. I've reset the network and all settings, and tried all Apple online suggestions. Anyone else experiencing this, or have solutions?
